Early years and childcare in Wales

Care and Social Service Inspectorate Wales (CSSIW) with ESTYN are developing a new inspection framework for all registered childcare services in Wales. The framework also includes those eligible for education funding for 3- to 4-year-olds (Foundation Phase).

The framework’s main focus is on wellbeing outcomes with an emphasis on measuring the impact the setting has on children’s development, wellbeing and, where relevant, educational development.

The framework is includes six themes:

  • Wellbeing
  • Learning (to apply to children funded for Foundation Phase only)
  • Care and Development
  • Teaching and Assessment (to apply to children funded for Foundation Phase only)
  • Environment
  • Leadership and Management

Within each theme there are key areas of quality which focus inspectors work on; children's wellbeing outcomes, the contribution made by practitioners and other staff, and the effectiveness of leaders and managers in ensuring good outcomes for children. Inspectors will be looking for evidence of the impact of the how the services support children’s wellbeing and learning.

CSSIW and Estyn will be undertaking a number of engagement and communication events starting this July and will pilot the joint inspection framework over autumn and spring 2015/16.
