The Government has published the Early Years National Funding Formula (EYNFF) rates for 2019-2020.
These rates reflect the hourly rate local authorities receive from the Department for Education to administer and deliver government-funded early education and childcare for 3- and 4-year-olds. They are not the same as the rates that providers receive; providers’ rates are set by local authorities based on the rules laid out in the EYNFF. However, providers’ rates are undoubtedly influenced by how much funding their LA receives.
The published figures reveal that most local authorities in England will receive no change to their funding in 2019-2020.
Two local authorities – the London Borough of Hounslow and the London Borough of Richmond upon Thames – have had their funding increased. In Hounslow, the hourly rate has increased by 3.7%, from £5.70 to £5.91. In Richmond, it has increased by 1.3%, from £5.61 to £5.69.
In addition, rates in the following 13 LAs will be decreased by 0.3% in 2019-2020:

- Lambeth
- Rutland
- Southwark
- Sunderland
- Tower Hamlets
- Westminster
