NEWS: Welsh Government publishes key updates/Llywodraeth Cymru yn cyhoeddi diweddariadau allweddol

Welsh Government have provided updates on a number of key developments in Wales

  • School closures
  • Publication of the Alert Plan for Wales
  • Serial Testing from January 2021

School closures

Regulations are now in place to not permit pupils in Year 7 and above from attending school premises in Wales from 14 December 2020 until the end to the school term.

For those primary and special schools who’ve announced they will close the school premises to learners between 14 December and end of term, regulations require the local authority to make ‘on the premises’ education provision available for the children of critical workers and vulnerable children of those schools.

Alert Plan

Today the Welsh Government has published an Alert Plan that outlines the four levels of response to Covid-19.  Level 1 is the lowest, with relatively few restrictions and most services open and fully operational. Level 4 is the highest, and closest to either a full lockdown or firebreak.  The plan sets out the conditions which would see us move from one level to another, including case rates, and what actions would be taken at each level including closures of services.  We have been informed that childcare remains able to operate at all levels within the plan.  Schools are also scheduled to remain open at all levels, though will have the option to have some remote or blended learning for older children if rates get very high.

Under the Level 4 restrictions which come into force in Wales from 20 December:

  • Childcare remains able to open and operate as normal at level 4, including Flying Start childcare;
  • Welsh Government are not restricting provision to the children of critical workers / vulnerable children as far as childcare is concerned;
  • Childcare and play settings operating from community centres and places of worship can still do so;
  • Holiday childcare, open access play and staffed playwork provision can remain open;
  • Playgrounds remain open.

Serial Testing

The Minister for Health and Social Services and the Minister for Education issued a written statement on the 14 December announcing the use of serial testing in education and childcare settings.  Serial testing is the daily testing (for the 10 day self-isolation period) of those identified as close contacts. A negative test result enables individuals to go about their usual daily activity (a positive test result would require the individual to self-isolate). 

As the statement explains, serial testing will be introduced to secondary schools and Further Education colleges initially, but wider roll out will include primary and childcare staff (across all setting types).   While serial testing in secondary schools and FE will begin in January, the dates for roll out to primary and childcare staff have not been confirmed. 

We will provide further information on these developments when they are confirmed.

Cau ysgolion

Mae rheoliadau ar waith bellach sy'n ei gwneud yn ofynnol i beidio â chaniatáu i ddisgyblion ym Mlwyddyn 7 ac uwch yng Nghymru rhag mynychu adeilad yr ysgol o 14 Rhagfyr 2020 tan ddiwedd y tymor ysgol.

Ar gyfer yr ysgolion cynradd ac ysgolion arbennig hynny sydd wedi cyhoeddi y byddant yn cau adeilad yr ysgol i ddysgwyr rhwng 14 Rhagfyr a diwedd tymor, mae rheoliadau’n cyfarwyddo'r awdurdodau lleol perthnasol i sicrhau bod y ddarpariaeth addysg 'ar y safle' ar gael i blant gweithwyr hanfodol a phlant sy'n agored i niwed o'r ysgolion hynny.

Cynllun Rhybudd

Heddiw mae Llywodraeth Cymru wedi cyhoeddi Cynllun Rhybudd sy'n amlinellu'r pedair lefel o ymateb i Covid-19.  Lefel 1 yw'r isaf, gyda chymharol ychydig o gyfyngiadau ac mae'r mwyafrif o wasanaethau ar agor ac yn gwbl weithredol. Lefel 4 yw'r uchaf, a'r agosaf at naill ai gloi llawn neu dorri tân. Mae'r cynllun yn nodi'r amodau a fyddai'n ein gweld ni'n symud o un lefel i'r llall, gan gynnwys cyfraddau achosion, a pha gamau fyddai'n cael eu cymryd ar bob lefel gan gynnwys cau gwasanaethau.Fe'n hysbyswyd bod gofal plant yn parhau i allu gweithredu ar bob lefel yn y cynllun. Disgwylir i ysgolion hefyd aros ar agor ar bob lefel, er y bydd ganddynt yr opsiwn i gael rhywfaint o ddysgu o bell neu gyfun i blant hŷn os bydd y cyfraddau'n codi'n uchel iawn.

O dan y cyfyngiadau Lefel 4 a ddaw i rym yng Nghymru o 28 Rhagfyr:

  • Bydd gofal plant yn parhau i allu agor a gweithredu fel arfer ar lefel 4, gan gynnwys gofal plant Dechrau'n Deg;
  • Nid Llywodraeth Cymru yn cyfyngu'r ddarpariaeth i blant gweithwyr hanfodol / plant sy'n agored i niwed o ran gofal plant;
  • Gall lleoliadau gofal plant a chwarae sy'n gweithredu o ganolfannau cymunedol ac addoldai wneud hynny o hyd;
  • Gall gofal plant yn ystod y gwyliau, chwarae mynediad agored a darpariaeth gwaith chwarae wedi'i staffio aros ar agor;
  • Bydd meysydd chwarae yn parhau i fod ar agor.

Profi cyfresol

Cyhoeddodd y Gweinidog Iechyd a Gwasanaethau Cymdeithasol a Gweinidog Addysg ddatganiad ysgrifenedig ar 14 Rhagfyr yn cyhoeddi'r defnydd o brofion cyfresol mewn lleoliadau addysg a gofal plant. Profi cyfresol yw'r profion dyddiol (am y cyfnod hunanynysu 10 diwrnod) o'r rhai a nodwyd fel cysylltiadau agos. Mae canlyniad prawf negyddol yn galluogi unigolion i wneud eu gweithgaredd dyddiol arferol (byddai canlyniad prawf positif yn ei gwneud yn ofynnol i'r unigolyn hunanynysu).

Fel yr eglura'r datganiad, bydd profion cyfresol yn cael eu cyflwyno i ysgolion uwchradd a cholegau Addysg Bellach (AB) i ddechrau, ond bydd ei gyflwyno'n ehangach yn cynnwys staff cynradd a staff gofal plant (draws pob math o leoliad). Er y bydd profion cyfresol mewn ysgolion uwchradd ac AB yn cychwyn ym mis Ionawr, nid yw'r dyddiadau ar gyfer eu cyflwyno i staff cynradd a gofal plant wedi'u cadarnhau.
