The Welsh Government have published their Anti-racist Wales Action Plan that sets out the action they will take to make Wales an Anti-racist nation and to collectively, make a measurable difference to the lives of Black, Asian and Minority Ethnic people.
Adopting an anti-racist approach requires everyone to look at the ways that racism is built into policies, formal and informal rules and regulations and generally the ways in which we work.
The plan has been developed in collaboration with a wide range of communities and organisations across all parts of Wales, including PACEY Cymru. The Draft Race Equality Action Plan did not contain specific actions under a Childcare and Play sector heading. Many representative bodies, including, PACEY Cymru, and individual childcare and play settings raised concerns about this given the pivotal role of childcare and play in supporting both child development and the wider economy. To address this initial actions for Welsh Government and its partners have been scoped. The Welsh Government will be working with the childcare and play sector; Black, Asian and Minority Ethnic groups; and parents to develop and scope actions further over the next six months. The goals under the Childcare and Play Sector heading are indicative and will be further developed in the coming months.
Under-representation of ethnic minority people in a range of sectors and professions has been a consistent theme of work on this Plan. This picture is likely to be the same in the childcare and play sector. Welsh Government and the sector are very aware of the impact that under-representation can have on those working or aspiring to work in the sector, but also for those children who experience such under-representation.
The Welsh Government are working with Cwlwm to agree plans to develop, by co-designing with ethnic minority people, their anti-racist policy and resources relating to anti-racism to support the sector to respond. These include webinars and training to support childcare practitioners and to promote Welsh-medium childcare in ethnic minority communities.
PACEY Cymru will continue to work closely with Welsh Government, Cwlwm partners and other key stakeholders on actions within the plan over the coming weeks, months and years and provide further updates to members as these develop.
Mae Llywodraeth Cymru wedi cyhoeddi ei Chynllun Gweithredu Cymru Wrth-hiliaeth sy'n nodi'r camau y byddant yn eu cymryd i wneud Cymru yn genedl wrth-hiliol ac ar y cyd, gwneud gwahaniaeth mesuradwy i fywydau pobl Ddu, Asiaidd ac Ethnig Lleiafrifol.
Er mwyn mabwysiadu dull gweithredu gwrth-hiliol, mae angen pawb ystyried sut mae hiliaeth yn rhan o’n polisïau, ein rheolau a’n rheoliadau ffurfiol ac anffurfiol, a’r ffyrdd rydym yn gweithio yn gyffredinol.
Datblygwyd y Cynllun mewn cydweithrediad ag amrywiaeth eang o gymunedau a sefydliadau ym mhob cwr o Gymru gan gynnwys PACEY Cymru. Nid oedd y Cynllun Gweithredu Cydraddoldeb Hiliol Drafft yn cynnwys camau gweithredu penodol o dan bennawd y sector Gofal Plant a Chwarae. Cododd llawer o gyrff cynrychioliadol a lleoliadau gofal plant a chwarae, gan gynnwys PACEY Cymru, unigol bryderon am hyn o ystyried rôl allweddol gofal plant a chwarae i gefnogi datblygiad plant a’r economi ehangach. Er mwyn mynd i'r afael â hyn, mae camau gweithredu cychwynnol Llywodraeth Cymru a'i phartneriaid wedi'u cwmpasu. Bydd Llywodraeth Cymru yn gweithio gyda’r sector gofal plant a chwarae; grwpiau Du, Asiaidd ac Ethnig Lleiafrifol; a rhieni i ddatblygu a chwmpasu camau gweithredu ymhellach dros y chwe mis nesaf. Mae’r nodau o dan bennawd y Sector Gofal Plant a Chwarae yn rhai dangosol a chânt eu datblygu ymhellach yn y misoedd i ddod.
Mae tangynrychiolaeth pobl ethnig leiafrifol mewn nifer o sectorau a phroffesiynau wedi bod yn thema gyson mewn gwaith ar y Cynllun hwn. Y tebyg yw na fydd hyn yn wahanol yn y sector gofal plant a chwarae. Mae Llywodraeth Cymru a’r sector yn ymwybodol iawn o’r effaith y gall tangynrychiolaeth o’r fath ei chael ar y rhai sy’n gweithio, neu sy’n dymuno gweithio, yn y sector, ond hefyd ar y plant hynny sy’n wynebu tangynrychiolaeth o’r fath.
Mae Llywodraeth Cymru yn gweithio gyda Cwlwm i gytuno ar gynlluniau i ddatblygu, drwy gyd-lunio â phobl ethnig leiafrifol, ei bolisi a’i adnoddau gwrth-hiliol sy’n ymwneud â gwrth-hiliaeth er mwyn helpu’r sector i ymateb. Mae’r rhain yn cynnwys gweminarau a hyfforddiant i gefnogi ymarferwyr gofal plant a hyrwyddo gofal plant cyfrwng Cymraeg mewn cymunedau ethnig lleiafrifol.
Bydd PACEY Cymru yn parhau i weithio'n agos gyda Llywodraeth Cymru, partneriaid Cwlwm a rhanddeiliaid allweddol eraill ar gamau gweithredu o fewn y cynllun dros yr wythnosau, y misoedd a'r blynyddoedd nesaf a darparu diweddariadau pellach i aelodau wrth i'r rhain ddatblygu.
