NEWS: Evaluation of the Childcare Offer for Wales: Year 2 / Gwerthuso’r Cynnig Gofal Plant i Gymru: blwydd

The Welsh Government have published the results of an independent evaluation of the second year implementation of the Childcare Offer for Wales.

In September 2017, the Welsh Government began the implementation of the Childcare Offer to test the provision of 30 hours a week of government-funded early education and childcare for working parents of three and four-year-olds.

This current report presents the findings from the evaluation of the second year of the early implementation of the Offer.

The findings of the second year evaluation are overall positive. A majority of parents have reported either being financially better off, able to afford more formal childcare and/or improved their employment prospects. Whereas providers have reported positive effects for sustainability and profitability.

The evaluators have recommended the Welsh Government give further consideration to:

  • encouraging further consistency in early years education policies across Wales to ensure the sustainability and viability of the wider Childcare Offer
  • simplifying the delivery of the Offer in considering future policies around its provision and the development of the vision for an integrated Early Childhood Education and Care system
  • making further information, guidance and example scenarios available to parents and providers relating to the availability of Offer funded childcare during school holidays
  • the way in which funded childcare during school holidays is included within the Offer
  • reviewing the current funding rate paid to providers delivering Offer funded childcare
  • making further information and guidance available to local authorities and providers to enable better understanding of how the additional support grant can or should be used
  • providing further information and guidance relating to additional charges for local authorities as well as providers, potentially alongside examples of sample contracts and invoices
  • continuing a focus on more and clearer information for parents on the range of funding options available to help with childcare costs
  • implementing a national central administration system as soon as possible. 
  • continued information guidance and support for local authorities in relation to identifying and checking the employment eligibility of some self-employed parents.

Mae Llywodraeth Cymru wedi cyhoeddi canlyniadau gwerthusiad annibynnol o ail flwyddyn y broses o weithredu Cynnig Gofal Plant Cymru.

Ym mis Medi 2017, dechreuodd Llywodraeth Cymru weithredu'r Cynnig Gofal Plant er mwyn profi darpariaeth 30 awr yr wythnos o ofal plant ac addysg gynnar a ariennir gan y llywodraeth ar gyfer rhieni sy’n gweithio sydd â phlant tair a phedair oed.

Mae'r adroddiad cyfredol hwn yn cyflwyno canfyddiadau gwerthusiad o'r ail flwyddyn o weithredu cynnar y Cynnig.

Mae canfyddiadau gwerthusiad yr ail flwyddyn yn gadarnhaol ar y cyfan. Mae’r rhan fwyaf o’r rhieni yn dweud eu bod naill ai ar eu hennill yn ariannol, yn medru fforddio mwy o ofal plant ffurfiol a/neu wedi gwella eu rhagolygon o ran cyflogaeth, ac mae darparwyr yn adrodd am effeithiau cadarnhaol o ran cynaliadwyedd a phroffidioldeb.

Mae’r gwerthuswyr wedi argymell y dylai Llywodraeth Cymru roi ystyriaeth bellach i:

  • annog mwy o gysondeb mewn polisïau addysg y blynyddoedd cynnar ar draws Cymru er mwyn sicrhau cynaliadwyedd a hyfywedd ehangach y Cynnig Gofal Plant
  • symleiddio darpariaeth y Cynnig wrth ystyried polisïau yn y dyfodol o ran ei ddarparu, a datblygu gweledigaeth ar gyfer system integredig Addysg a Gofal Plentyndod Cynnar
  • sicrhau bod rhagor o wybodaeth, arweiniad a sefyllfaoedd enghreifftiol ar gael i rieni a darparwyr ynghylch y gofal plant wedi’i ariannu gan y Cynnig sydd ar gael yn ystod gwyliau’r ysgol
  • y ffordd mae gofal plant wedi’i ariannu yn ystod gwyliau’r ysgol wedi’i gynnwys yn y Cynnig
  • adolygu’r gyfradd gyllido bresennol sy’n cael ei thalu i ddarparwyr sy’n darparu gofal plant wedi’i ariannu gan y Cynnig
  • darparu rhagor o wybodaeth ac arweiniad i awdurdodau lleol a darparwyr er mwyn eu galluogi i gael gwell dealltwriaeth o’r ffordd y gellid neu y dylid defnyddio’r grant cymorth ychwanegol
  • darparu rhagor o wybodaeth ac arweiniad yn ymwneud â thaliadau ychwanegol ar gyfer awdurdodau lleol yn ogystal â darparwyr, o bosib wrth ochr enghreifftiau o gontractau ac anfonebau sampl
  • parhau i ganolbwyntio ar fwy o wybodaeth gliriach i rieni ar yr amrywiol opsiynau ariannu sydd ar gael i helpu gyda chostau gofal plant.
  • gweithredu system weinyddu ganolog genedlaethol cyn gynted â phosib
  • parhau i roi gwybodaeth, arweiniad a chymorth i awdurdodau lleol mewn perthynas â nodi a gwirio cymhwysedd cyflogaeth rhai rhieni hunangyflogedig.
