Early years entitlement in Wales / Hawliau blynyddoedd cynnar yng Nghymru

Welsh Government define early years from birth to 7 years old. This is an important time in children’s learning and the environment that children are in during this time can have an effect on their physical and mental development. Welsh Government offers a number of provisions suitable for children aged 2, 3 and 4 until they attend school full time.

These are outlined below:

Flying Start

  • Available for some 2 and 3 year olds

Flying Start is the Welsh Government targeted Early Years programme for families of children aged 2 to 3 years in disadvantaged areas of Wales. Offering free high-quality part time childcare for 2 to 3 year olds. Other help available includes an enhanced health visiting service, access to parenting programmes, and support for children to learn to talk and communicate.

Foundation Phase Nursery (funded early education)

  • Available to all 3 and 4 year olds

All children in Wales are entitled to a minimum of 10 hours Foundation Phase education in a school or funded early education setting. This is offered part-time from the term after the child’s third birthday.

The Foundation Phase education is a development curriculum for 3- to 7-year-olds in Wales.

The Childcare Offer for Wales

  • Available for some 3- and 4-year-olds

If a child has working parents/carers they may be entitled to 30 hours of funded childcare and education a week. This is known as the Childcare Offer for Wales. Eligible working parents/carers are able to claim this offer for up to 48 weeks of the year. The offer is now fully rolled out and available to parents across the whole of Wales.

The childcare offer for Wales’ provides working parents/carers with a mixture of childcare and early education for children aged 3 and 4. Early education is also known as ‘Foundation Phase nursery’ – See section above.

Each parent/carer, or the sole parent/carer in a single parent family of a 3 and 4-year old, has to at least earn the equivalent of 16 hours on the National Minimum Wage per week, but no more than £100,000 per year, to qualify. Parents/carers can also split their funded hours allowance across more than one provider. Families where one parent/carer gets certain benefits may also be eligible. If you deliver the Childcare Offer, you will be paid directly by your local authority at the rate they have set. The current rate for the offer in Wales is £4.50 per hour for childcare. Childcare providers cannot charge parents an additional hourly amount to top-up the rate under the offer, however childcare providers are able to charge parents/carers for additional elements such as food, drink, transport and off-site activities that incur a cost. The Welsh Governments guidelines must be considered when setting additional fees.

Dechrau’n Deg

  • Ar gael i rai plant 2-3 oed

Dechrau’n Deg yw rhaglen Blynyddoedd Cynnar targedig Llywodraeth Cymru ar gyfer teuluoedd plant 2-3 oed yn ardaloedd difreintiedig Cymru. Mae’n cynnig gofal plant rhan amser o ansawdd, am ddim i blant 2-3 oed. Ymhlith cymorth arall sydd ar gael y mae gwell gwasanaeth gan Ymwelydd Iechyd, mynediad at raglenni magu plant, a chefnogaeth i blant i ddysgu siarad a chyfathrebu.

Cysylltwch â’ch Gwasanaeth Gwybodaeth i Deuluoedd lleol i weld a ydych chi’n byw mewn ardal Dechrau’n Deg a pha gymorth gallai fod ar gael.

Cyfnod Sylfaen Meithrin (addysg gynnar a ariennir)

  • Ar gael i bob plentyn 3 a 4 oed

Mae hawl gan bob plentyn yng Nghymru i isafswm o 10 awr o addysg Cyfnod Sylfaen mewn ysgol neu leoliad addysg gynnar a ariennir. Cynigir hyn yn rhan amser o’r tymor ar ôl trydydd pen-blwydd y plentyn.

Mae addysg Cyfnod Sylfaen  yn gwricwlwm datblygu ar gyfer plant rhwng 3 a 7 oed yng Nghymru.  

Cynnig Gofal Plant Cymru

  • Ar gael i rai plant 3 a 4 oed  

Os oes gan blentyn rieni/gofalwyr sy’n gweithio fe allan nhw fod â hawl i 30 awr o ofal plant ac addysg wedi’u hariannu yr wythnos. Gelwir hyn yn Cynnig Gofal Plant Cymru. Mae rhieni/gofalwyr sy’n gweithio cymwys yn gallu hawlio’r cynnig hwn am hyd at 48 wythnos y flwyddyn. Mae’r cynnig bellach wedi’i gyflwyno yn llawn ac ar gael i rieni ar draws Cymru gyfan.

Mae Cynnig Gofal Plant Cymru yn darparu cymysgedd o ofal plant ac addysg gynnar i blant 3 a 4 oed sydd â rhieni/gofalwyr sy’n gweithio. Gelwir addysg gynnar hefyd yn ‘Cyfnod Sylfaen Meithrin’ – Gweler adran uchod.

Er mwyn cymhwyso, rhaid i bob rhiant/gofalwr (neu unig riant/gofalwr mewn teulu un rhiant) gyda phlant 3 a 4 oed fod yn ennill o leiaf yr hyn sydd gyfwerth â 16 awr ar yr Isafswm Cyflog Cenedlaethol fesul wythnos, ond dim mwy na £100,000 y flwyddyn. Gall rhieni/gofalwyr hefyd rannu eu lwfans oriau a ariennir ar draws mwy nac un darparwr. Gallai teuluoedd lle y mae un rhiant/gofalwr yn derbyn rhai budd-daliadau hefyd fod yn gymwys. Gall rhieni/gofalwyr gysylltu â’u Gwasanaeth Gwybodaeth i Deuluoedd lleol am ragor o fanylion.

Os ydych chi’n cyflenwi’r Cynnig Gofal Plant, byddwch chi’n cael eich talu’n uniongyrchol gan eich awdurdod lleol ar y gyfradd y maen nhw wedi’i gosod. Y gyfradd gyfredol sy’n cael ei chynnig yng Nghymru yw £4.50 yr awr ar gyfer gofal plant. Ni all darparwyr gofal plant godi swm ychwanegol yr awr ar rieni i ychwanegu at y gyfradd o dan y cynnig. Serch hynny mae darparwyr gofal plant yn gallu codi tâl ar rieni/gofalwyr am elfennau ychwanegol megis bwyd, diod, trafnidiaeth a gweithgareddau oddi ar y safle sy’n golygu cost ychwanegol. Rhaid ystyried arweiniad Llywodraeth Cymru wrth osod ffioedd ychwanegol.
