Early years entitlement in Wales / Hawliau blynyddoedd cynnar yng Nghymru

Welsh Government define early years from birth to 7 years old. This is an important time in children’s learning and the environment that children are in during this time can have an effect on their physical and mental development. Welsh Government offers a number of provisions suitable for children aged 2, 3 and 4 until they attend school full time.
These are outlined below:
Flying Start
- Available for some 2 and 3 year olds
Flying Start is the Welsh Government targeted Early Years programme for families of children aged 2 to 3 years in disadvantaged areas of Wales. Offering free high-quality part time childcare for 2 to 3 year olds. Other help available includes an enhanced health visiting service, access to parenting programmes, and support for children to learn to talk and communicate.
From September 2022, the Flying Start programme will be expanded to reach up to 2,500 more children aged 0 to four by increasing the Flying Start target areas in every local authority in Wales. Once the Flying Start scheme has been fully rolled out, all families in Wales with children aged two to three years will be eligible for 12.5 hours of funded, high-quality childcare for 39 weeks of the year.

Funded early education
- Available to all 3 and 4 year olds
All children in Wales are entitled to a minimum of 10 hours education in a school or funded early education setting. This is offered part-time from the term after the child’s third birthday.
Those providing funded education should follow the Curriculum for funded non-maintained nursery settings from September 2022.
The Childcare Offer for Wales
- Available for some 3- and 4-year-olds
The Childcare Offer for Wales provides working parents/carers with a mixture of childcare and early education for children aged 3 and 4. Eligible working parents/carers are able to claim this offer for up to 48 weeks of the year. The offer is fully rolled out and available to parents across the whole of Wales. In order to be eligible to deliver the Childcare Offer for Wales you must be registered as a childcare provider with a regulator, in Wales this would be with Care Inspectorate Wales (CIW). Further information is available at Childcare Offer for Wales.
Mae Llywodraeth Cymru yn diffinio blynyddoedd cynnar o enedigaeth i 7 oed. Mae hwn yn gyfnod pwysig yn nysg plant ac mae’r amgylchedd y mae plant ynddo yn ystod y cyfnod hwn yn gallu cael effaith ar eu datblygiad corfforol a meddyliol. Mae Llywodraeth Cymru yn cynnig nifer o ddarpariaethau sy’n addas ar gyfer plant 2, 3 a 4 oed hyd nes iddynt fynychu ysgol yn llawn amser.

Dechrau’n Deg
- Ar gael i rai plant 2-3 oed
Dechrau’n Deg yw rhaglen Blynyddoedd Cynnar targedig Llywodraeth Cymru ar gyfer teuluoedd plant 2-3 oed yn ardaloedd difreintiedig Cymru. Mae’n cynnig gofal plant rhan amser o ansawdd, am ddim i blant 2-3 oed. Ymhlith cymorth arall sydd ar gael y mae gwell gwasanaeth gan Ymwelydd Iechyd, mynediad at raglenni magu plant, a chefnogaeth i blant i ddysgu siarad a chyfathrebu.
O fis Medi 2022 ymlaen, caiff y rhaglen Dechrau'n Deg ei hehangu i gynnwys hyd at 2,500 mwy o blant o adeg geni hyd at bedair oed drwy estyn ardaloedd targed y rhaglen ym mhob awdurdod lleol yng Nghymru. Ar ôl i'r cynllun Dechrau'n Deg gael ei roi ar waith yn llawn, bydd pob teulu yng Nghymru sydd â phlant rhwng dwy a thair oed yn gymwys i gael 12.5 awr o ofal plant o ansawdd uchel a ariennir am 39 wythnos y flwyddyn.

Addysg gynnar a ariennir
- Ar gael i bob plentyn 3 a 4 oed
Mae hawl gan bob plentyn yng Nghymru i isafswm o 10 awr o addysg mewn ysgol neu leoliad addysg gynnar a ariennir. Cynigir hyn yn rhan amser o’r tymor ar ôl trydydd pen-blwydd y plentyn.
Dylai’r rhai sy’n darparu addysg a ariennir ddilyn y Cwricwlwm ar gyfer lleoliadau meithrin a ariennir nas cynhelir o fis Medi 2022 ymlaen.
Cynnig Gofal Plant Cymru
- Ar gael i rai plant 3 a 4 oed
Mae Cynnig Gofal Plant Cymru yn darparu cymysgedd o ofal plant ac addysg gynnar i blant 3 a 4 oed sydd â rhieni/gofalwyr sy’n gweithio. . Mae rhieni/gofalwyr sy’n gweithio cymwys yn gallu hawlio’r cynnig hwn am hyd at 48 wythnos y flwyddyn. Mae’r cynnig bellach wedi’i gyflwyno yn llawn ac ar gael i rieni ar draws Cymru gyfan. Mae rhagor o wybodaeth i rieni/gofalwyr am y Cynnig Gofal Plant a chymhwyster ar wefan Llywodraeth Cymru yn Gofal plant i blant 3 a 4 oed.
